ADOPTION OF ORDINANCE 1009-2022 APPROVING A DEVELOPMENT AGREEMENT WITH\nHIGH PERIOR FARMS, LLC\nRecommended Action:\nStaff recommends the City Council adopt Ordinance No. 1009-2022 approving High Perior\nFarms, LLC’s application for Commercial Cannabis Cultivation, Cannabis\nDistribution/Transportation, Cannabis Manufacturing, Cannabis Development Agreement,\nConditional Use Permit, and related land use entitlements. The Planning Commission\nrecommended approval at its October 10, 2022 meeting. The project is exempt from review under\nthe California Environmental Quality Act, per CEQA Guidelines, Cal Code of Regs., tit. 24,\nsections 15301, 15302, and 15303, 15061, and 15378.
