ADOPTION OF ORDINANCE 996-2022 APPROVING DEVELOPMENT AGREEMENT WITH\nZENGROW, INC.\nRecommended Action:\nStaff recommends the City Council adopt Ordinance No. 996-2022 approving Zengrow, Inc.'s\napplication for Commercial Cultivation, Distribution/Transportation, Manufacturing, Cannabis\nDevelopment Agreement, Conditional Use Permit, and related land use entitlements. The\nPlanning Commission recommended approval at its October 10, 2022 meeting. The project is\nexempt from review under the California Environmental Quality Act, per CEQA Guidelines, Cal\nCode of Regs., tit. 24, sections 15301, 15302, and 15303, 15061, and 15378.
