Expenditure:\nNone.\nRecommendation of the City Manager, Finance Director, and City Treasurer that City\nCouncil:\n1) Conduct the second public hearing on the Proposed Fiscal Year 2023-25 Operating\nBudget and Capital Improvement Plan; and\n2) Adopt the Proposed Fiscal Year 2023-24 Operating Budget and Capital Improvement\nPlan; and\n3) Adopt a RESOLUTION establishing the annual appropriation for the Fiscal Year\n2023-24 Operating Budget; and\n4) Adopt a RESOLUTION establishing the annual appropriation for the Fiscal Year\n2023-24 Capital Improvement Plan; and\n5) Adopt a RESOLUTION establishing the appropriations limit and selection of annual\nadjustment factors for Fiscal Year 2023-24; and\n6) Adopt a RESOLUTION establishing the 2023 Statement of Investment Policy.
