Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1) Determine the action of terminating covenant agreements does not constitute a\n"project" within the meaning of the California Environmental Quality Act (CEQA) and\ndoes not require further environmental review pursuant to Public Resources Code\nSection 21065 and CEQA Guidelines Section 15378; and\n2) Adopt RESOLUTIONS terminating covenant agreements by and between\nTI. Commerce Center, LLC, and the City of Torrance for Real Property bounded to the\nnorth by 190th Street, to the east by Western Avenue, to the south by 195th Street,\nand to the west by Gramercy Place.
