Expenditure: None.\nRecommendation of the Public Works Director that City Council:\n1) Conduct a public hearing on a series of annual rate increases; and\n2) Adopt a RESOLUTION approving a proposed series of annual rate increases in the\nCity of Torrance Refuse Collection rates for a five-year period beginning July 1, 2023\nthrough June 30, 2028; and\n3) Maintain the discount rate for low-income senior and disabled customers.
