15. URGENCY ORDINANCE NO. 23-1740U AMENDING CHAPTER 10.20 OF THE NORWALK\nMUNICIPAL CODE AND REVISING THE DESIGNATED TRUCK ROUTE\nStaff recommends City Council:\na. Find that the adoption of the Urgency Ordinance is exempt from the California Environmental\nQuality Act pursuant to the following: CEQA Guidelines Section 15601(b)(3) as it will not result\nin a direct or indirect physical change or significant effect on the environment, and CEQA\nGuidelines Section 15378(b)(5) as an administrative activity of the government that will not result\nin a direct or indirect physical change to the environment; and because the Urgency Ordinance\nrelates to existing streets and does not approve a specific project within the City, none of the\nexceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply.\nb. adopt Urgency Ordinance No. 23-1740U, AMENDING CHAPTER 10.20 OF THE NORWALK\nMUNICIPAL CODE AND REVISING THE DESIGNATED TRUCK ROUTE AND ASSOCIATED\nREGULATIONS, AND DETERMINING THAT THE ORDINANCE IS EXEMPT FROM REVIEW\nUNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, and waive full reading.\nREPORTS
