E. Award Bid 4453 to Star-Dust Tours, Inc. to Provide Bus Transportation Services\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect on the environment pursuant to\nSection 15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines.\n2. Award Bid #4453 to Star-Dust Tours, Inc. for bus transportation services for the\nCommunity Services Department;\n3.
