Authorize the City Manager to execute a Purchase and Sale\nAgreement with Property Owner Dyer 18 LLC for the Acquisition of Real Property and\nImprovements located at 1815 East Carnegie Avenue, Santa Ana, CA, 92705, also\nidentified as APN 430-021-02 (Property), in the amount of $12,750,000, subject to non-\nsubstantive changes approved by the City Manager and City Attorney (Agreement No.\n2023-XXX).\n2. Approve an appropriation adjustment to recognize $1,100,000 in Opioid Settlement\nFunding from the State of California’s Department of Health Care Services and appropriate\nthe same amount into the Community Development Agency, Buildings and Building\nImprovement expenditure account.
