Public Works – Approve Categorical Exemption Under California Environmental\nQuality Act (CEQA), Approve First Amendment to Federal Transportation\nEarmark Exchange Agreement, and Award Public Works Agreement for Anza\nAvenue Rehabilitation (Traffic Signal Improvements), I-144. Expenditure:\n$1,568,320 (Non-General Fund).\nRecommendation of the Public Works Director that City Council:\n1) Determine that the approval of Anza Avenue Rehabilitation (Traffic Signal\nImprovements), I-144 (B2023-12), is categorically exempt from environmental review\npursuant to Section 15301(c) of the Guidelines implementing California Environmental\nQuality Act (“CEQA”); and\n2) Approve the plans and specifications for Anza Avenue Rehabilitation (Traffic Signal\nImprovements), I-144 (B2023-12); and\n3) Approve a first amendment to 2016 Federal Transportation Earmark Exchange\nAgreement #920000000E1725 (C2019-025) with the Los Angeles County Metropolitan\nTransportation Authority (LACMTA), Project ID No. E1725, FTIP No. LA0G1589 for\nAnza Avenue Rehabilitation (Traffic Signal Improvements), I-144 to extend the term of\nthe existing agreement for one year ending June 30, 2024; and\n4) Appropriate $44,800 from developer deposit account no. 8004-221.CAZE to Anza\nAvenue Rehabilitation (Traffic Signal Improvements) I-144; and\n5) Transfer $507,000 from Citywide Traffic Signal Improvements T-171 to Anza Avenue\nRehabilitation (Traffic Signal Improvements) I-144; and\n6) Waive a minor irregularity in the bid submittal by Select Electric, Inc. of Vista, CA; and\n7) Award a public works agreement to Select Electric, Inc. of Vista, CA (B2023-12) in the\namount of $1,425,745 and authorize a 10% contingency of $142,575 for construction\nof Anza Avenue Rehabilitation (Traffic Signal Improvements), I-144, for a two-year\nperiod beginning June 20, 2023 and ending June 19, 2025.
