2. ADOPTION OF BUDGET FOR FISCAL YEARS 2023-2024 AND 2024-2025 AND THE\nFISCAL YEAR 2023-2024 APPROPRIATION LIMIT – F2M23-17, N2M23-67, R2M23-28,\nR2M23-29, R2M23-30, M2M23-1000\nThis is the time and place set by Notice No. N2M23-67 for the City Council to hold a public\nhearing to consider the following:\nA. Budget for Fiscal Years 2023-2024 and 2024-2025 and Capital Improvement\nPlan for Fiscal Years 2023-2024 through 2027-2028: The adoption of the\nAnnual Budget for the City of Alhambra, the Golf Course Clubhouse Corporation,\nAlhambra Capital Improvements Corporation, Alhambra Parking Authority,\nAlhambra Facilities Financing Authority and the Alhambra Public Financing\nAuthority for the fiscal years 2023-2024 and 2024-2025 as well as the Capital\nImprovement Plan for fiscal years 2023-2024 through 2027-2028, as more fully\ndiscussed in the June 26, 2023 report of the Director of Finance available on the\nCity’s website and on file in the City Clerk’s Office. Included in the Budget is a one-\ntime transfer to the General Fund Emergency Reserve to increase from 11.6% to\n15.9% in an effort to make progress toward the 20% goal. The budget seeks to\npreserve core services Alhambra residents expect and deserve, including well-\nmaintained streets, the quality of City parks, safe and clean neighborhoods and\nrapid 9-1-1 response to emergencies, while monitoring external threats.\nMaintenance of the City’s core services strengthens Alhambra’ sense of\ncommunity, improves property values and keeps Alhambra a desirable and safe\nplace to live and conduct business.\nRecommended Action: After receiving public testimony, the Mayor should\nclose the public hearing and the City Council should adopt Resolution No.\nR2M23-29 entitled: A Resolution of the Alhambra City Council approving the\n4\n6-26-23\nBudget of the City of Alhambra, Golf Course Clubhouse Corporation, Alhambra\nCapital Improvements Corporation, Alhambra Parking Authority, Alhambra\nFacilities Financing Authority and the Alhambra Public Financing Authority for the\nFiscal Years 2023-24 and 2024-25 and the Capital Improvements Plan for the\n2023-24 through 2027-28 Fiscal Years; adopt Resolution No. R2M23-30 entitled:\nA Resolution of the City Council of the City of Alhambra to amend the General\nFund Reserve Policy; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.\nB. Budget for Fiscal Years 2023-2024 and 2024-2025: The adoption of the Annual\nBudget for those portions of the Budget pertaining to the Golf Course Clubhouse\nCorporation, Alhambra Capital Improvements Corporation, Alhambra Parking\nAuthority, Alhambra Facilities Financing Authority and the Alhambra Public\nFinancing Authority.\nRecommended Action: After receiving public testimony, the Mayor should close\nthe public hearing and the Golf Course Clubhouse Corporation, Alhambra Capital\nImprovements Corporation, Alhambra Parking Authority, Alhambra Facilities\nFinancing Authority and the Alhambra Public Financing Authority adopt Joint\nMinute Order No. M2M23-1000 as follows:\nRESOLVED by the Golf Course Clubhouse Corporation, Alhambra\nCapital Improvements Corporation, Alhambra Parking Authority,\nAlhambra Facilities Financing Authority and Alhambra Public\nFinancing Authority that this Golf Course Clubhouse Corporation,\nAlhambra Capital Improvements Corporation, Alhambra Parking\nAuthority, Alhambra Facilities Financing Authority and Alhambra Public\nFinancing Authority jointly and severally hereby approve their\nrespective portions of the Budget for Fiscal Years 2023-2024 and\n2024-2025.\nC. FY 2023-2024 Appropriation Limit: Proposition XIII B (Gann Initiative) prohibits\nlocal agencies from exceeding their 1978-79 fiscal year appropriations after\nallowing for cost-of-living (CPI) and population changes which are certified by the\nState Department of Finance. Proposition 111 allows the City to adjust its annual\nlimits for the following factors, subject to approval by the City Council:\na) Either the California Per Capita Income or the percentage change in local\nassessment roll from the preceding year due to the addition of local\nnonresidential construction in the City.\nb) Either the City’s own population growth or the population growth of the\nentire county.\nGovernment Code Section 7910 requires agencies to adopt a resolution each year\ndisclosing their appropriation limit. In accordance with Proposition 111, the City is\nrequired to conduct a review of their appropriations limit during the annual financial\naudit. For fiscal year 2021-2022, the City’s appropriation limit was reviewed by our\nauditors, Moss, Levy & Hartzheim, LLP, and determined to be properly calculated.\nThe calculations in computing the City of Alhambra’s appropriation limit for the\n2023-2024 fiscal year are on file in the Finance Department. The appropriation\nlimit for the 2023-24 fiscal year is $182,631,376 and the applicable appropriation\nsubject to this limitation is $79,754,188. Therefore, the City is favorably under the\nappropriations limit by $102,877,188.\n5\n6-26-23\nRecommended Action: After receiving public testimony, the Mayor should\nclose the public hearing and the City Council should adopt Resolution No.\nR2M23-28 entitled: A Resolution of the Alhambra City Council establishing the\nAppropriation Limit for FY 2023-24 and approving the annual adjustment factors\nused in the calculation thereof; and, approve the annual adjustment factors (per\ncapita income change +4.44% and City population change -.37%) used in the\ncalculation of the appropriation limit.
