30. AWARD CONTRACT: PROFESSIONAL ARCHITECTURAL DESIGN REVIEW\nCONSULTING SERVICES – F2M23-39, RFP2M23-12, C2M23-55, M2M23-112\nOn April 10, 2023, the City Council authorized the distribution of a Request for Proposals\n(RFP) for professional consulting services for a consulting City Architect/Urban Designer\nto provide professional architectural design review consulting services in addition to\nmanaging administration and staffing of the City’s DRB. In response to the RFP, the City\nreceived one proposal by the May 8, 2023 deadline from ONYX Architects. Staff\ninterviewed ONYX Architects on May 17, 2023 and completed reference checks shortly\nthereafter, before conducting a follow-up meeting on June 5, 2023 to further discuss the\nexpected services and proposed fee structure. ONYX Architects proposes to provide the\nrequested scope of services outlined in the RFP for a total amount up to and not-to-exceed\n$690,000 for the 5-year contract period. ONYX Architects has provided design review\nservices for over 15 years, having previously provided design review services to the cities\nof San Gabriel, Riverside, and Ontario, in addition to serving as the City/Historic\nPreservation Architect for the City of San Gabriel. ONYX Architects currently provides\ndesign review services to the cities of El Monte, Temple City, Arcadia, and Lancaster.\nBased on ONYX Architects’ pricing, services proposed, qualifications, and experience,\nstaff recommends awarding a contract to ONYX Architects.\nRecommended Action: City Council: 1) Award a contract to ONYX Architects to\nserve as a consulting City Architect/Urban Designer providing professional architectural\ndesign review consulting services in an amount up to and not-to-exceed $690,000; 2)\nAuthorize the potential option to extend the contract for two (2) additional terms, each for\nfive (5) years; and, 3) Direct Staff to undertake the steps necessary to finalize the Council’s\naction.
