27. ACCEPT GRANT: CALIFORNIA AUTOMATED PERMIT PROCESSING PROGRAM\n(CalAPP) FOR SOLAR PERMITS – F2M23-18, M2M23-109\n16\n6-26-23\nStaff requests that the City Council accept a reimbursable grant in the amount of $60,000.\nThe purpose of the grant is to establish on-line solar permitting. The grant is administrated\nby the California Energy Commission. The grant funding covers the cost of establishing\nan automated, online solar permitting platform called SolarAPP+. Once applicants submit\nthrough SolarAPP+, the platform will verify code compliance and issues permits for solar\nenergy systems. Grant funding will be used to reimburse staff or consultant time\nassociated with implementing the software. This funding is intended to promote the\ndevelopment of residential solar, decrease approval times, reduce permit costs for\nhomeowners and help California meet its greenhouse gas emission reduction goals.\nGrant activities can be reimbursed until May 1, 2027.\nRecommended Action: City Council accept a reimbursable grant in the amount of\n$60,000 from the State of California’s - Automated Permit Processing Program (CalAPP);\nappropriate revenue and expenditure funds; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
