Introduction and First Reading of an Ordinance of the City Council of the\nCity of Seal Beach adding Chapter 2.15 Requiring Electronic and\nPaperless Filing of Fair Political Practices Commission Campaign\nDisclosure Statements and Statements of Economic Interests - That the\nCity Council: 1. Introduce, read by title only, waive further reading of\nOrdinance 1703 and set the second reading for February 13, 2023, to add\nChapter 2.15 to the Seal Beach Municipal Code requiring electronic and\npaperless filing of Fair Political Practices Commission (FPPC) campaign\ndisclosure statements and statements of economic interest; and, 2. Approve a\nService Level Agreement with NetFile, Inc., to provide an online electronic\nfiling system for campaign disclosure statements that includes an electronic\nfiling system for statements of economic interests.
