A Consideration and possible action to 1) conduct a public hearing to consider\nan application from Samir Hijazi of Archissance to approve a Development\nReview, a Tentative Map, a Zone Change, and a Site Design Review; 2) adopt\nResolution No. 23-03 – A Resolution approving Development Review Case\nNo. DR-5-22-13065 to allow the construction of eight, two-story, single-family\nresidences with attached garages; Tentative Map No. 83812 to allow the\nsubdivision of a 41,174-square foot lot into eight lots; and Site Design\nReview Case No. SDR 22-01 to allow flexibility of the development standards\non property located at 10343-10351 Mapledale Street; and 3) read by title\nonly, waive further reading, and introduce Ordinance No. 1423 – An\nOrdinance approving a Zone Change (ZC 22-02) from R-1 (Low Density\nResidential Zone) to R-1 PD (Low Density Residential Planned Development\nOverlay District) on property located at 10343-10351 Mapledale Street and\namending the zoning map. [CITY]\nCEQA: The actions in adopting the Resolution and Ordinance are exempt from\nenvironmental review under the California Environmental Quality Act (California\nPublic Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines\n(14California Code of Regulations §§ 15000, et seq.) pursuant to CEQA Guidelines\n§ 15532, Class 32 (In-Fill Development Projects). The proposed Project consists\nof an in-fill development that is consistent with the applicable general plan\ndesignation, general plan policies as well as with the applicable zoning designation\nand regulations. The Project Site is less than five acres, surrounded by urban uses\nand has no value as habitat for endangered, rare, or threatened species. The\nProject would not result in significant effects related to traffic, noise, air quality, or\nwater quality and it can be adequately served by all required utilities and public\nservices. Furthermore, it can be seen with certainty that no special circumstances\nexist that would create a reasonable possibility that the proposed Project will have\na significant adverse effect on the environment.\nRecommendation to City Council: 1) Open the public hearing; take testimonial and\ndocumentary evidence; and after considering the evidence, adopt Resolution\nNo. 23-03 and read by title only, waive further reading, and introduce\nOrdinance No. 1423; or 2) Alternatively, discuss and take other action related to\nthis item.
