k) REPORT ADOPTION OF AN ORDINANCE OF THE CITY\n23-0374 COUNCIL OF THE CITY OF HERMOSA BEACH,\nCALIFORNIA, AMENDING CHAPTER 12.16 OF THE\nHERMOSA BEACH MUNICIPAL CODE ESTABLISHING\nAN OUTDOOR DINING PROGRAM AND MAKING\nPROCEDURAL CHANGES TO THE ISSUANCE AND\nRENEWAL OF ENCROACHMENTS IN THE CITY AND\nDETERMINING THE ORDINANCE TO BE EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\n(“CEQA”)\n(Environmental Programs Manager Doug Krauss)\nRecommendation: Staff recommends City Council:\n1. Waive second reading and adopt by title only an Ordinance of the City of Hermosa\nBeach, California, amending Chapter 12.16 of the Hermosa Beach Municipal Code\nestablishing an outdoor dining program and making procedural changes to the\nissuance and renewal of encroachments in the City and determining the ordinance to\nbe exempt from the California Environmental Quality Act ("CEQA") (Attachment 1); and\n2. Direct the City Clerk to publish a summary ordinance.
