Waive full second reading and adopt by title only an ordinance of the City Council of\nthe City of Hermosa Beach, California adding Chapter 2.76 to the Hermosa Beach\nMunicipal Code Re-Establishing a Civil Service Board and determining the ordinance is\nnot a project under the California Environmental Quality Act (Attachment 1); and\n2. Direct City Clerk to publish a summary ordinance.
