a) REPORT PUBLIC HEARING TO REVIEW DELINQUENT SOLID WASTE\n23-0373 COLLECTION (REFUSE) CHARGES FOR CONSIDERATION OF\nPLACING SAID CHARGES ON THE PROPERTY TAX ROLLS AS\nA SPECIAL ASSESSMENT AFFECTING ONLY THOSE PROPERTIES\nWITH REFUSE BILLS DELINQUENT AS OF MARCH 31, 2023\n(Environmental Programs Manager Douglas Krauss)\nRecommendation: Staff recommends City Council:\n1. Receive testimony from affected property owners regarding delinquent refuse bills;\nand\n2. Adopt the attached Resolution authorizing and requesting the County Assessor to\nplace delinquent refuse charges for Athens Services as a special assessment for\ncollection through the County tax collection process.
