Determined, based on the whole of the administrative record, that the Project is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301, Class 1\n(Existing Facilities), and there is no substantial evidence demonstrating that any exceptions contained\nin Section 15300.2 of the State CEQA Guidelines regarding location, cumulative impacts, significant\neffects or unusual circumstances, scenic highways, or hazardous waste sites, or historical resources\napplies;\n2. Approved, pursuant to Section 12.24 W.1 of the Los Angeles Municipal Code, a Conditional Use to\nallow the sale and dispensing of a full line of alcohol for on-site consumption, in conjunction with a\nproposed restaurant; and\n3.
