AUTHORIZATION TO AWARD THE CONSTRUCTION CONTRACT TO GARCON\nCONSTRUCTION FOR THE COLLEGE AVENUE AT GREEN STREET BIKE AND\nPEDESTRIAN IMPROVEMENTS PROJECT, CIP 2022-24 (FUNDING SOURCES: MSP\nGRANT AND MEASURE M FUND)\nRecommendation: Staff recommends that the City Council:\nA. Award a contract and authorize the City Manager to enter into an\nagreement with Garcon Construction in the amount of $679,140 for the\nCollege Avenue at Green Street Bike and Pedestrian Improvements Project,\nand authorize a ten percent contingency in the amount of $67,914, for a total\ncontract amount of $747,054;\nB. Authorize the City Manager to execute a professional services agreement\nwith LAE Associates in the amount of $97,325, and authorize a ten percent\ncontingency in the amount of $9,733 for a total contract amount of $107,058\nto provide construction management and inspection services for the project;\nC. Appropriate $246,607 from the Measure M fund to fully fund the project;\nand\nD. Find this item is exempt from environmental review under the California\nEnvironmental Quality Act (CEQA).
