15. CONSIDER AN UPDATE TO THE TRANSPORTATION, CIRCULATION AND\nGROWTH MANAGEMENT ELEMENT, RECONSIDER THE ROLES AND\nRESPONSIBILITIES OF THE PARKING, TRAFFIC, AND CIRCULATION\nCOMMITTEE, AND ESTABLISH A CITYWIDE SAFETY PLEDGE\n(ROUNAGHI)\nRecommendations: It is recommended by Councilmember Rounaghi that the City\nCouncil:\n(1) Direct staff to determine the timing and resources needed to update the City’s\nTransportation, Circulation and Growth Management Element for City Council to\nconsider at a future meeting;\n(2) Reconsider the roles and responsibilities for the Parking, Traffic and\nCirculation Committee, and direct staff to work with the committee on the\nestablishment of an official work plan for City Council review and consideration at\na future meeting; and\n(3) Direct staff to return with the timing and resources needed to develop and\nimplement a Citywide Bicyclist, Driver and Pedestrian Safety Pledge to build\ncommunity awareness and encourage safe behavior related to the use of streets in\nthe City.\nStaff Report\nCOUNCIL REVIEW\nA.
