9A. Transportation Committee - Accept and File April 12, 2023 Meeting Minutes and\nProvide Direction Regarding Airport Landing Fees, Airport Noise Mitigation\nEfforts, and Phase Out of Leaded Gas. Expenditure: None.\nRecommendation of the Transportation Committee that the City Council:\n1) Accept and file the Transportation Committee meeting minutes of April 12, 2023; and\n2) Approve implementation of airport landing fees for all transient aircraft and Torrance-\nbased fixed wing flight school operators with fleets of more than three (3) aircraft, and\nauthorize certain exemptions for military, public safety, and medical flights; and\n3) Approve a Letter of Agreement between the City of Torrance and Torrance-based fixed\nwing flight school operators; and\n4) Provide direction on the proposed noise study alternatives to potentially expand the\nexisting airport noise monitoring system; and\n5) Discuss the phase out of leaded gas in 10-15 years; and\n6) Receive updates on the legalities of prohibiting touch-and-go landings on the south\nand north runways, imposing a moratorium on new flight school operators, and\nenforcement of early left turn violations.
