C. Introduction and First Reading of an Ordinance Amending the Text of the Zoning Ordinance to\nProvide Incentives for Certain Housing Projects That Filed an Application Prior to Implementation\nof the City’s 6th Cycle (2021-2029) Housing Element\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding that no subsequent environmental review is required pursuant to\nCalifornia Environmental Quality Act (CEQA) Guidelines Section15162 based on a\ndetermination that the adoption of development incentives as set forth in the proposed\nordinance amending the Zoning Ordinance was analyzed as part of the 2021-2029 6th\nCycle Housing Element Environmental Impact Report (EIR) [SCH No. 2020100575]\nthat was certified by the City Council on October 12, 2021 with an Addendum to the\nEIR approved by the City Council on October 11, 2022.\n2. Introduce for first reading an Ordinance amending the text of the Zoning Ordinance\nto provide incentives for certain housing projects that filed an application prior\nto implementation of the City’s 6th Cycle (2021-2029) Housing Element.\nStaff Report Printout\na.
