CPC-2016-3182-CA-AMDT1 Council District: ALL; 11 – Park;\nCEQA: ENV-2023-4045-CE 15 – McOsker\nPlan Area: Citywide Last Day to Act: 09-30-23\nPUBLIC HEARING REQUIRED\nPROJECT SITE: Citywide\nPROPOSED AMENDMENT:\nAn Ordinance amending the provisions of Ordinance 187,712 that regulate development applications and\napprovals in the City’s coastal zones, namely Section 13B.9.1. of Chapter 1A of the Los Angeles Municipal\nCode (LAMC). Section 13B.9.1. was approved with amendments by the California Coastal Commission\npursuant to the California Coastal Act and must be adopted by the City Council pursuant to the LAMC to\nbe operative in alignment with Ordinance 187,712.\nREQUESTED ACTIONS:\n1. Recommend that the City Council determine, based on the whole of the administrative record, that the\nProject is exempt from CEQA pursuant to CEQA Guidelines, Section 15061(b)(3) and Section\n15378(b)(5), and there is no substantial evidence demonstrating that an exception to a categorical\nexemption pursuant to CEQA Guidelines, Section 15300.2 applies;\n2. Approve and Recommend that the City Council adopt the proposed Ordinance;\n3. Adopt the Staff Recommendation Report as the Commission’s Report on the subject; and\n4.
