7.4 Wellness Center\nRecommendations:\n1. Authorize each City’s respective staff to develop and release a Request for\nProposal for Wellness Center Operation (“RFP”) that generally requires a\nproposal to include at least the following information: (i) proposed operator’s\nidentity, relevant experience, and ownership information; (ii) proposed location\nof the Wellness Center; and (iii) proposed programing, services, and other\nresources to be offered at the Wellness Center.\n2. Authorize each City’s respective staff to coordinate and work with the operator\n(“Operator”) selected pursuant to the RFP process above and/or the County\nof Los Angeles to identify potential funding sources for the Operator to (i)\nidentify, acquire, assemble, develop, and/or rehabilitate a site for operation of\nthe Wellness Center and (ii) operate the Wellness Center on a long-term basis.\n3. Authorize each City’s respective staff to negotiate and draft a Wellness Center\nOperating Agreement with the Operator.\n4. Authorize each City’s City Manager, or his or her designee, to execute all\ndocuments (including, without limitation, the Wellness Center Operating\nAgreement) and take all actions necessary or convenient to facilitate\nOperator’s development and operation of the Wellness Center.\nAcross the nation, cities are facing the challenges presented by addiction and the\nopioid crisis. This crisis is inextricably linked with homelessness.
