7.3 Antelope Valley Community Workforce Agreement (CWA)\nRecommendations:\n1. Approve and authorize the City Managers, or their designees, to collaborate\nwith the Los Angeles/Orange Counties Building & Trades Council to identify,\nsupport and/or pursue changes to the Vehicle Miles Traveled Metric\nestablished by the State of California through the passage of Senate Bill 743.\n2. Approve and authorize the City Managers, or their designees, to negotiate with\nthe Los Angeles/Orange Counties Building & Trades Council a mutually\nbeneficial community work force agreement.\nIn late 2017, the City of Lancaster leadership staff met with representatives of the\nLos Angeles/Orange Counties Building & Trades Council to negotiate and prepare\nan agreement that would establish the labor relations policies and procedures for\nthe City and for the craft employees represented by the Unions engaged in work\non certain City of Lancaster improvement projects. The agreement was approved\nand authorized by the Lancaster City Council during their regular meeting on\nJanuary 23, 2018. On October 2, 2018, the Palmdale City Council approved a\nsimilar Community Workforce Agreement to strengthen the Antelope Valley’s\ncommitment to utilizing a skilled and trained workforce. Over the course of the last\nseveral years, both the cities of Lancaster and Palmdale have had additional\nconversations and meetings with the Los Angeles/Orange Counties Building &\nTrades Council. During these meetings the impacts of Senate Bill 743 to\ndevelopment in Suburban communities was discussed.
