DETERMINE that the Development Code Amendment is exempt from the\nCalifornia Environmental Quality Act (CEQA), pursuant to Section\n15061(b)(3), Common Sense Exemption, of the CEQA Guidelines due to the\nminor nature of the changes to regulation and the absence of a development\nproject; and,\n2.
