Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1) Determine that the project is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Section 15301 (existing facilities) of the Guidelines implementing\nCEQA; and\n2) Adopt a RESOLUTION of Intent to consider a petroleum products pipeline franchise\napplication from Phillips 66 Company; and\n3) Set the date of February 28, 2023 for a public hearing at 7:00 p.m. during the regular\nCouncil meeting to be held in the City Council Chamber at 3031 Torrance Boulevard,\nTorrance CA 90503.
