a. RESOLUTION DECLARING FINAL ACCEPTANCE OF THE SPRING STREET\nBICYCLE LANE GAP CLOSURE PROJECT (PROJECT NO. 90.18003)\nPURSUANT TO THE PUBLIC WORKS CONTRACT WITH SEQUEL\nCONTRACTORS, INC.\nSummary:\nSequel Contractors, Inc. (SCI) completed the work for the Spring Street Bicycle\nLane Gap Closure Project (“Project”), to the satisfaction of the Public Works\nDepartment and in accordance with the project plans and specifications. The\nProject was funded by a federal Active Transportation Plan Grant and included\nvarious improvements to the public right-of-way on Spring Street between\nAtlantic Avenue and Junipero Avenue including pavement rehabilitation, addition\nof new Class II bicycle lanes, street lighting, and other improvements. The final\ncost of the construction contract with SCI was $1,899,150.49. Staff is\nrecommending final acceptance of the work performed by SCI and issuance of\nfinal payment.\nRecommendations:\n1. Adopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, DECLARING WORK TO BE COMPLETED IN\nCONFORMANCE WITH THE PLANS AND SPECIFICATIONS FOR THE\nSPRING STREET BICYCLE LANE GAP CLOSURE PROJECT (PROJECT\nNO. 90.18003) IN THE CITY OF SIGNAL HILL, IN ACCORDANCE WITH\nTHE CONTRACT ENTERED INTO BETWEEN SEQUEL CONTRACTORS,\nINC. AND THE CITY OF SIGNAL HILL.\n2. Authorize the Finance Department to release retention withheld from SCI on\nthe project. The City may release the retention amount, totaling $94,958, 30\ndays from the date the adopted resolution is recorded with the Los Angeles\nCounty, or 90 days after the last day of work on the project, whichever date\noccurs sooner.
