Acceptance of the following FY 2022-23 Quick-Build Projects: Cardiff Sports\nPark Backstop Replacement (CP04G), La Costa Walkway Project (CS18E and\nCS11C), La Costa Walkway Extension Project (CS18E), Manchester Avenue\nPedestrian Improvements Project (CS18E and CS01E), Manchester Avenue\nGuardrail Project (CS18E), North Coast Highway 101 Bike Lane Revisions\nProject (CS04D), and the Rancho Santa Fe Drive ADA Ramps Project\n(CS16C). Environmental Considerations: The actions being considered by\nthe City Council are exempt from the California Environmental Quality Act\n(CEQA) because they are not "projects" under Section 15378(b)(5) of CEQA\nGuidelines. The actions involve an organizational or administrative activity of\ngovernment that will not result in the direct or indirect physical change in the\nenvironment.
