(Staff Person; Robert Dalquest)\nRecommendation: 1) Staff Presentation\n2) Hold Public Hearing\n3) Close Public Hearing\n4) CEQA: Determine the Ordinance is exempt from the\nCalifornia Environmental Quality Act (CEQA)\npursuant to State CEQA Guidelines Sections\n15061(B)(3) and 15311.\n5) Hold first reading by title only, waive further reading,\nand introduce an Ordinance amending Upland\nMunicipal Code Section 17.15.080(F) (Advertising\nSigns And Structures Near Freeways) by increasing\nthe maximum twenty-five (25) foot height allowed\nfor freeway-oriented advertising signs for commercial\nproperty with a minimum frontage of 250 feet on a\nfreeway, allow property in the Regional Commercial\nZoning District that is not adjacent to a freeway to\nhave a freeway-oriented advertising sign, and\nestablish design standards.
