2-B. CONSIDERATION AND POSSIBLE ACTION TO INTRODUCE AN ORDINANCE ADDING\nSECTION 9.58.050 ENTITLED “SAFE STORAGE” TO THE MONTEREY PARK MUNICIPAL\nCODE\nIt is recommended that the City Council consider:\n(1) Introduce and waive first reading of Ordinance No. _____ adding § 9.58.050 entitled “Safe\nStorage” to the Monterey Park Municipal Code;\n(2) Taking such additional, related, action that may be desirable.\nENVIRONMENTAL ASSESSMENT:\nThe City reviewed the environmental impacts of this Ordinance under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). This Ordinance is not subject to further review environmental review because: (1)\nit will not result in a direct or reasonably foreseeable indirect physical change in the environment\n(14 Cal. Code Regs. § 15060(c)(2); (2) there is no possibility that the Ordinance itself may have\na significant effect on the environment (14 Cal. Code Regs. § 15061(b)(3)); and (3) the\nOrdinance, by itself, does not constitute a “project” as defined in the CEQA Guidelines (14 Cal.\nCode Regs. § 15378). The Ordinance is for general policies and procedure-making. It can be\nseen with certainty that there is no possibility that the Ordinance may have a significant effect on\nthe environment.
