2.N. FISCAL YEAR 2023-24 CULTURAL EVENTS AND\nWAIVER OF FACILITY USE FEES FOR EVENTS\nSUPPORTING THE RUSSIAN-SPEAKING\nCOMMUNITY [Y. QUARKER, H. MOLINA, T.\nRODZINEK]:\nThe City Council will consider approving the\nprogramming of cultural events, endorsed/co-\nsponsored by the Russian-Speaking Advisory Board.\nRECOMMENDATIONS: 1) Approve programming of\ncultural events to support the Russian-speaking\ncommunity during FY 2023-24; 2) Allow nonprofit\norganizations to charge fees or accept donations to\noffset production costs for performances or related\nprojects; 3) Authorize use of the City's name and logo\non promotional and collateral materials and the\npromotion of the events through the City's website,\ncalendar, and social media networks; 4) Make\napprovals contingent on the execution of appropriate\npermits and contractual agreements with the various\nproducers and non-profit organizations; 5) Approve\nthe waiver of facility use fees for organizations as\nlisted in this report; 6) Authorize an additional hour of\nvalidated parking for event participants at the 5-story\nWest Hollywood Park garage, up to a total of 3 hours;\n7) Approve the waiver of the 3-hour parking\nrestrictions at Plummer Park for events that exceed 2\nhours; and 8) Authorize staff to waive other special\nevents permit fees and other ancillary fees as\ndeemed necessary.\nSTAFF REPORT
