5.D. PROGRAMMING UPDATE FOR HALLOWEEN\n2023 [Y. QUARKER, C. SMITH, M. REATH, D.\nRIVAS, L. BIERY]:\nThe City Council will receive a planning update\nregarding the City’s 2023 Halloween Carnaval,\nincluding authorizing the City Manager to negotiate a\nproduction services agreement related to the event\nwith Authentic Agency, authorizing related street\nclosures, approving the waiver of Special Event\nPermit fees for City businesses during Halloween,\nand directing staff to release a Request for Proposals\nfor Event Production Services for future Halloween\nevents.\nRECOMMENDATIONS: 1) Receive a planning\nupdate regarding the City's 2023 Halloween\nCarnaval; 2) Authorize the City Manager to negotiate\nan Agreement for Event Production Services with\nAuthentic Agency in an amount not to exceed\n$500,000; the final Agreement will be substantially\nsimilar in form to Attachment A of this report; 3)\nAuthorize the City Manager to approve change\norders to the Agreement with Authentic Agency in an\namount not to exceed 15% ($75,000); 4) Authorize\nstaff to release a Request for Proposals for Event\nProduction Services for the City's Halloween events\nbeginning in 2024; 5) Approve street closures related\nto the event, as detailed in the Background/Analysis;\n6) Lift residential permit parking Citywide between\n11:00 AM on Tuesday, October 31 and 12:00 PM on\nrevenue of approximately $1,100 related to the\nexclusive use of the 5 - Story Parking structure for\npublic safety vehicles and event production vehicles\nbetween 5:00 AM on Tuesday, October 31 and 7:00\nAM on Wednesday, November 1; 8) Approve the\nwaiver of Special Event Permit fees and\nEncroachment Permit fees in an amount estimated at\n$14,000 for City businesses hosting Halloween\nevents from October 27 through October 31, in\ncelebration of Halloween; and 9) Authorize up to\n$12,500 for basic Los Angeles County Fire\nDepartment site plan review fees on behalf of City\nbusinesses hosting Halloween events from October\n27 through October 31, in celebration of Halloween.\nSTAFF REPORT\nITEM 5.D. - ATTACHMENT A
