5.A. UPDATE ON THE SANTA MONICA BOULEVARD\nBIKE LANES STUDY AND RELATED CONTRACT\nAPPROVAL [F. CONTRERAS, B. CHEUNG]:\nThe City Council will receive a project update and\nconsider approving a contract with Gibson\nTransportation Consulting Inc. to provide\ntransportation planning and design service for\nadditional Council-requested studies implementing\nbike lanes on Santa Monica Boulevard. The project\nis exempt under CEQA under a Categorical\nExemption 15301 (c), as it consists of improvements\non existing highways and streets where there is\nnegligible or no expansion of use and the addition of\nbicycle facilities, including bicycle lanes, enhanced\nsidewalks and crosswalks, street trees and other\nsimilar alterations that do not create additional\nautomobile lanes. Further, the project qualifies for a\nstatutory exemption under PRC Section 21080.25, as\nit includes the installation of pedestrian and bicycle\nfacilities, which include bike lanes, either as separate\nbike lanes or shared bike lanes. The project also\nmeets the additional criteria required to assert the\nexemption under PRC Section 21080.25, as it is\nlocated in an urbanized area, is situated in the\nexisting public right-of-way, does not add physical\ninfrastructure that increases automobile capacity,\ndoes not require demolition of affordable housing\nunits, and will be carried out by a skilled and trained\nworkforce.\nRECOMMENDATIONS: 1) Receive and file a project\nupdate; 2) Approve a contract with Gibson\nTransportation Consulting Inc. to provide\ntransportation planning and design services for an\namount of $410,030; 3) Authorize the City Manager\nor designee to execute documents incident to the\naward of the contract; and 4) Authorized the Director\nof Finance & Technology Services to allocate\n$410,030 from Prop A funds for the transportation\nplanning and design services of bike lanes on Santa\nMonica Boulevard.\nSTAFF REPORT\nITEM 5.A. - ATTACHMENT A\nITEM 5.A. - ATTACHMENT B\nITEM 5.A. - ATTACHMENT C
