1. RECOMMENDATIONS FROM CITY COUNCIL COMMITTEE LIAISONS23-1313\nREGARDING CITY COMMITTEES\nRECOMMENDATION:\nStaff recommends that the City Council approve the recommendations of the\nCity Council Committee Liaisons as follows:\n1. Review and approve the City Council Liaisons recommendations on the\nCommittees’ Scopes of Work (Attachment 1).\n2. Streamline all Committees to seven (7) members, through attrition as\nterms expire, except for the Active Transportation Committee, Mobile\nHome Park Advisory Committee and the Traffic Impact Fee Committee.\n3. Consent to the formation of an Ad Hoc Committee (e.g. standing\ncommittees, subcommittees, working groups) upon approval of the City\nCouncil Liaison and City Attorney.\n4. Request staff to meet with the Costa Mesa Historical Society on a\npotential merger of the Society and the Historical Preservation\nCommittee.\n5. Approve revised Council Policy 000.2, with City Council’s\nrecommendations to be incorporated (Attachment 2).\nAttachments: 1. Committees\n2. AUTHORIZATION OF AN ADDITIONAL PARK RANGER FOR23-1335\nHARPER PARK SCHOOL FIELD ACCESS AND UPDATE\nREGARDING ENHANCED SECURITY AT FOUR NEWPORT MESA\nUNIFIED SCHOOL DISTRICT FIELDS ON THE WESTSIDE\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize an increase to the City’s Table of Organization by one full-time\nPark Ranger position in the Police Department and increase the Fiscal Year\n2023-24 Adopted Budget accordingly.\n2. Receive and file an update on upcoming amendments to the existing Lyons\nSecurity Services agreement to increase access to open space at up to four\nelementary school sites on the Westside (Rea, Wilson, Whittier, and\npotentially Pomona) for open space during off-school hours, as previously\napproved by the City Council.
