(0500-90)\nRecommendation:\nStaff recommends that the City Council approves Resolution No. 2023-75 authorizing the\nCity Manager or designee to enter into a Professional Services Agreement with The Centre\nfor Organization Effectiveness for a not to exceed $93,135, waiving the full bid requirements\nand authorizes the Finance Director to process a budget amendment appropriating $43,135\nfrom fund balance to the City Manager’s operating account for these services.
