b) REPORT INTRODUCTION OF AN ORDINANCE ADDING CHAPTER 3.14 TO\n23-0458 BECOME SUBJECT TO THE UNIFORM PUBLIC CONSTRUCTION\nCOST ACCOUNTING ACT (UPCCAA OR ACT) FOR ALL PUBLIC\nPROJECTS, AMENDING SECTION 3.12.140 TO INCREASE THE\nCITY MANAGER’S AUTHORITY TO AWARD CONTRACT FOR\nMAINTENANCE SERVICES UP TO THE INFORMAL BIDDING LIMIT\nAND FINDING THE SAME EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\n(Public Works Director Joe SanClemente)\nRecommendation: Staff recommends City Council:\n1. Adopt a resolution declaring its intent to become subject to the Uniform Public\nConstruction Cost Accounting Act (UPCCAA or Act) for all public projects as defined in\nPublic Contract Code (PCC) � 22002(c); and establishing City Manager signatory\nauthority for public project and maintenance service contracts (Attachment 1); and\n2. Introduce by title only and waive full reading of an ordinance adding Chapter 3.14 to\nthe Hermosa Beach Municipal Code, providing alternative bidding procedures as\nspecified in PCC � 22000-22045 and amending Chapter 3.12.140 of the Hermosa\nBeach Municipal Code, delegating to the City Manager signatory authority for award of\ncontracts for maintenance services up to the informal bidding limit as defined in PCC\n22032(b) (Attachment 2).
