A. Adoption of a Resolution Amending Council Rules of Order and Procedure\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines.\n2. Permanently adopt the public input pilot, previously extended to December 31, 2023, in\norder to efficiently implement hybrid public input model approved by Council in the 2023-\n25 biennial budget; and,\n3.
