10. Resolution Approving a Development Impact Fee Calculation and Nexus Report\n2023 DIF Report) Adopting a Master Facilities Plan Updating and Establishing\nthe Fee Amounts for the City' s Development Impact Fees; Resolution Amending\nthe Park Land Acquisition and Park Facilities Development Fee Applicable to New\nResidential Subdivisions Pursuant to Section 16. 40. 200 of the Highland Municipal\nCode and the Quimby Act ( Government Code Section 66477); Introduction of\nOrdinance Updating and Amending the City' s Comprehensive System of\nDevelopment Impact Fees and Superseding Ordinance Nos. 309 and 422; Making\nDeterminations\nunder CEQA\nRECOMMENDATION: The Finance/ Personnel Subcommittee recommends\nthat the City Council:\n1) Adopt Resolution No. 2023- approving a Development Impact Fee\nCalculation Nexus Report ( 2023 DIF Report), adopt a Master Facilities Plan\nas part of the 2023 DIF Report, updating and establishing the fee amounts\nfor the City' s Development Impact Fees, and making determinations under\nCEQA;\n2) Adopt Resolution No. 2023- amending the Park Land Acquisition and\nPark Facilities Development Fee applicable to new residential subdivisions\npursuant to Section 16. 40.200 of the Highland Municipal Code and the\nQuimby Act (Government Code Section 66477), and making determinations\nunder CEQA;\n3) Introduce and conduct first reading, read by title only, of Ordinance No.\nupdating and amending the City' s comprehensive system of\nDevelopment Impact Fees, superseding Ordinance Nos. 309 and 422, and\nmaking determinations under CEQA; and\n4) TREH Partners XV, LLC has requested the City Council lock SPR 006-\n001A- DRA- 20- 012 to the existing Development Impact Fees per Resolution\nNo. 2021- 058 ( see attachment 4).\nCITY COUNCIL LEGISLATIVE
