PH 2. Zone Text Amendments to Title 15, 16 and 17 of the Lancaster Municipal Code\nRecommendation/s:\nIntroduce Ordinance No. 1106, amending various sections to Title 15, 16 and 17 of the\nLancaster Municipal Code to implement 2021-2029 Housing Element programs and provide\nclarification, consistency, and compliance with State code and update standards and\nregulations.\nOn June 14, 2022, City Council adopted the 6th cycle 2021-2029 Housing Element. The\n2021-2029 Housing Element implemented goals, policies, and programs with the intent of\nproviding a variety of housing to meet the existing and future needs of residents of the City.\nAfter the adoption of the Housing Element, City Staff began working on the implementation\nof goals, policies and programs which initiated Zone Text Amendments to Title 15, 16, and\n17 of the Lancaster Municipal Code. The Zone Text Amendments complete eight programs in\nthe Housing Element. The proposed Zone Text Amendments would ensure consistency with\nthe 2021-2029 Housing Element and State law improve clarity, become user-friendly, and\nprovide staff the ability to better serve the public.\nNEW BUSINESS\nNB 1. Office of Chief of Police and Police Department\nRecommendation/s:\n1. Introduce Ordinance No. 1107, adding Chapter 2.10 to the Lancaster Municipal Code\nrelating to the Chief of Police.\n2. Adopt Resolution No. 23-58, amending Resolution No. 23-51, establishing a\ncompensation schedule for the classifications of Chief of Police and Director of Public Safety\nof the City of Lancaster.\nPart of the next phase of the formation of the Hybrid Law Enforcement model, is the\nestablishment of the classification of Chief, and the introduction of the ordinance creating the\nOffice of Police Chief. The proposed classification and compensation changes will allow the\nPublic Safety Department to begin transitioning into the Lancaster Police Department and\nprovide additional law enforcement resources to aid in addressing crime and quality of life\nissues.\nCITY OF LANCASTER, CALIFORNIA\nCOUNCIL AGENDA\nCA 1.
