(9)\n23-0528\nCD 1\nCONTINUED FROM AUGUST 15, 2023\nCategorical Exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Article 19, Section 15332, Class 32 (Infill Development), and related CEQA findings; report from the Los Angeles City Planning Commission, and a joint Appeal filed by Jean Frost (West Adams Heritage Association), Jim Childs (North University Park Community Association), and Gary Kousnetzand, from the Zoning Administrator’s determination in approving a Categorical Exemption as the environmental clearance for the construction, use, and maintenance of a 10-unit apartment building totaling 4 stories in height, consisting of three residential levels over on-grade parking. The proposed building will have a Floor Area Ratio of 2.37:1; 20,996 square feet of floor area, and a maximum height of 40 feet 6 inches. One unit, or 10% of the unit total, will be set aside for Very Low Income households; for the property located at 2323 South Scarff Street. [On February 9, 2023, The City Planning Commission held a public hearing to consider an appeal of the determination by the Zoning Administrator, Case No. ZA-2021-6672-DBCU-CCMP-HCA-1A but failed to reach a majority consensus of five votes.
