6J. MAYOR’S REQUEST TO REMOTELY PARTICIPATE IN COUNCIL MEETINGS\nPURSUANT TO ASSEMBLY BILL 2449\nMayor David J. Shawver (Mayor) recently submitted a request to the City Council\nrequesting that he be allowed to virtually participate at City Council meetings pursuant\nto Assembly Bill (AB) 2449. His request falls under an “emergency circumstances”\nprovision in AB 2449, and if approved, would cover meetings through mid-November,\nincluding the meetings of October 10, 2023, October 24, 2023, and November 14, 2023.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\nSeptember 26, 2023\n2. Approve the Mayor’s request to participate in City Council meetings remotely\nthrough November 15, 2023, including the meetings of October 10, 2023, October\n24, 2023, and November 14, 2023, pursuant to Government Code section 54953’s\nemergency circumstances exception.
