6F. CONTINUE APPROPRIATIONS FOR BUDGETED ACTIVITIES THAT WERE IN\nPROCESS AS OF JUNE 30, 2023\nAt the end of the fiscal year, City staff reviews the available budget balances in the\noperating budget to determine whether any unspent budget appropriations should be\ncarried forward to the subsequent fiscal year. City Resolution No. 2023-19, which was\napproved by the City Council on June 13, 2023, authorizes all appropriations for\noutstanding encumbrances, unspent operating grant funds, and projects that remain\nunspent as of June 30, 2023, to be reappropriated to the Fiscal Year 2023/24 Operating\nand Capital Budget upon approval by the City Manager. The items listed in Attachment\nA require City Council approval for reappropriation to the Fiscal Year 2023/24 Operating\nBudget because they do not represent an outstanding encumbrance, unspent operating\ngrant fund, or unspent project. Therefore, staff is seeking City Council approval to\ncarryover the $234,455 in unspent budgeted funds to the Fiscal Year 2023/24 Operating\nBudget.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\nSeptember 26, 2023\n2. Amend the Fiscal Year 2023/24 Operating Budget to continue the appropriation of\nunexpended funds for activities that were budgeted in Fiscal Year 2022/23, but were\nnot completed by year end, as set forth in Attachment A.
