3. RED RIBBON WEEK 2023 PROCLAMATION- Duarte Elks Lodge #1427 has requested that\nthe City Council proclaim the week of October 23 to 31, 2023, as Red Ribbon Week. Upon\napproval, the proclamation would be presented at the October 16 City Council meeting.\nRECOMMENDATION: That the City Council approve the Red Ribbon Week Proclamation to\nbe presented at the October 16, 2023, City Council meeting.
