ZA-1959-15227-O-PA6-1A Council District: 10 - Hutt\nCEQA: ENV-2021-7445-CE Last Day to Act: 10-28-2023\nPlan Area: South Los Angeles\nRelated Cases: ZA-1959-15227-O-PA6; ZA-1959-15227-O-PA4\nPROJECT SITE: 2126 West Adams Boulevard and 2125 West 26th Place\nPROPOSED PROJECT:\nPlan Approval to review compliance with and effectiveness of conditions imposed in Case No. ZA-1959-\n15227(O)(PA4) for the existing 3.2 acre Murphy Oil Drill Site. There is no proposed expansion of the oil\ndrilling use. This review is authorized by Section 13.01 of the Los Angeles Municipal Code (LAMC) and\nCondition No. 14 in Case No. ZA-1959-15227(O)(PA4) and will be conducted pursuant to LAMC Section\n12.24 M. The Zoning Administrator may impose corrective conditions or modify existing conditions.\nAPPEAL:\nAn appeal of the February 28, 2023, Planning Director’s Determination which:\n1. Determined, based on the whole of the administrative record, that the Project is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class\n1), Section 15303 (Class 3), Section 15305 (Class 5), Section 15308 (Class 8), and Section 15321\n(Class 21), and there is no substantial evidence demonstrating that any exceptions contained in\nSection 15300.2 of the CEQA Guidelines regarding location, cumulative impacts, significant effects\nor unusual circumstances, scenic highways, or hazardous waste sites, or historical resources\napplies;\n2. Determined, pursuant of the Los Angeles Municipal Code (LAMC) Section 12.24 M, Condition No.\n14 in Case No. ZA-1959-15227(O)(PA4), and LAMC Section 13.01 E,2(i) that, based on the whole\nof the administrative record, additional and modified conditions are required for the continued\noperation of the existing Murphy Oil Drill Site to increase the protection of and to preserve the\nhealth, safety and general welfare of the residents and stakeholders of the neighborhood. The\nadditional conditions are also necessary to afford greater protection to surrounding property and\nto address the nuisance conditions which were demonstrated by substantial evidence; and\n3.
