EVALUATE the RFP submissions, select and interview the most qualified\nproposer(s) based upon the requirements and procedures set forth in the\nRFP;\n3. NEGOTIATE personal services contract(s) with the highest rated and most\nresponsive proposer(s) subsequent to the receipt and objective review of all\nproposals submitted in response to the transmitted RFP; and\n4.
