(5) Resolution Appropriating Funds for the Potential Future Construction of a\nTemporary Fire Station at the Public Services Operations Yard and Finding the\nAction is Not a Project Subject to the California Environmental Quality Act\n(“CEQA”) (Fire – Matsushita)\nRecommendation:\nAdopt Resolution:\n1. Authorize the City Manager to appropriate $500,000 from the EMS fund reserves,\nreallocate and appropriate $300,000 from ARPA funds set aside for HMGP\nmatching funds, and reallocate and appropriate $200,000 from ARPA\nHomelessness Regional Support Funds into the Fiscal Year 2024-28 Capital\nImprovement Program Budget; and\n2. Authorize the appropriation of $300,000 from the General Fund Reserve to be\nused as a matching component of the Hazard Mitigation Grant Program if such\nmatching requirement is deemed necessary.
