DIR-2023-1240-TOC-VHCA-1A Council District: 5 – Yarovslavsky\nCEQA: ENV-2023-1241-CE Last Day to Act: 10-12-23\nPlan Area: Palms – Mar Vista – Del Rey\nPUBLIC HEARING REQUIRED\nPROJECT SITE: 3751 South Delmas Terrace\nPROPOSED PROJECT:\nConstruction, use, and maintenance of a new, six-story, 19,384 square-foot residential building with 17\ndwelling units, including two dwelling units set aside for affordable housing (or 10 percent of the proposed\ndensity) and reserved for Extremely Low Income (ELI) Households. The building will be constructed with\nfive residential levels above one ground floor level of residential lobby and parking and one subterranean\nlevel of parking. The Project will provide a total of 14 automobile parking spaces, and 17 long-term and two\nshort-term bicycle parking spaces.\nAPPEAL:\nAn appeal of the June 21, 2023, Director of Planning's determination which:\n1. Determined, based on the whole of the administrative record, the Project is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines, Article 19, Section 15332, Class 32,\nand there is no substantial evidence demonstrating that an exception to a categorical exemption\npursuant to CEQA Guidelines, Section 15300.2 applies;\nCity Planning Commission 7 October 12, 2023\n2. Approved with Conditions, pursuant to Section 12.22 A.31 of the Los Angeles Municipal Code (LAMC),\na 70 percent increase in density, consistent with the provisions of the Transit Oriented Communities\n(TOC) Affordable Housing Incentive Program along with the following three incentives for a qualifying\nTier 3 project totaling 17 dwelling units, reserving two units for Extremely Low Income (ELI) Household\noccupancy for a period of 55 years:\na. Setbacks (Side Yards). To permit up to a 30 percent decrease in the required width or depth of two\nindividual side yards or setbacks;\nb. Setbacks (Rear Yard). To permit up to a 30 percent decrease in the required width or depth of the\nrear yard; and\nc. Height. To permit an increase in height of two additional stories up to 22 additional feet; and\n3.
