13. Council Discussion Regarding Expectations for Councilmember\nCommunications Related to Public Expression of Personal Views\nRecommended Action: Councilmembers Druker and Gaasterland request that\nthe City Council: 1) Discuss the City Council’s expectations with regard to City\nCouncilmember expression of personal views versus the City’s official position;\nand 2) Authorize Councilmembers Druker and Gaasterland to send a letter to the\nSan Diego Association of Governments (SANDAG) Board confirming that the\nCity has not taken an official position on an alignment alternative for the LOSSAN\nRail Realignment Project; is not advocating for the rail to be discontinued; is not\naccusing SANDAG or its staff of illegal activity or fraud; and that the City Council\nstrongly supports SANDAG’s public outreach and engagement efforts for the\nproject.\nReference: Clerk’s File No. 401-1, 1506-1
