17.\nApprove a Cooperative Agreement with Orange County Transportation\nAuthority for the Countywide Signal Synchronization Baseline Project, for a\nTerm Effective Until December 31, 2028 (Non-General Fund)\nDepartment(s): Public Works Agency\nRecommended Action: Authorize the City Manager to execute a\nCooperative Agreement with Orange County Transportation Authority\nidentifying the City’s role and responsibilities to implement the countywide\nsignal synchronization baseline project, effective upon full approval of the\nagreement by all parties through December 31, 2028, with the option to be\nextended, subject to non-substantive changes approved by the City Manager\nand City Attorney (Agreement No. 2023-XXX).
